    Appendix F-Select Agents and Toxins should be revised in the next BMBL edition to highlight the additional regulatory requirements for research involving Tier 1 Select Agents and Toxins. Additional guidance should be provided that covers research involving nucleic acids that are capable of encoding infectious forms of select agents and functional forms of select toxins. This section should also emphasize the critical need for greater oversight of a select agent program by an Institutional Biosafety Committee (IBC), Institutional Animal Care and Use Committee, and Occupational/Employee Health Services. The role and responsibilities of the Responsible Official should also be emphasized in this section.

    This appendix is concise, informative and well written. However, it requires updates to the designations and acronyms of the agencies that comprise the Federal Select Agent Program (FSAP) — a shared responsibility of the Centers for Disease Control and Prevention (CDC), Division of Select Agents and Toxins (DSAT); and the USDA, Animal and Plant Health Inspection Service (APHIS), Agriculture Select Agent Services (AgSAS).

    The BMBL should reference the CDC and USDA/APHIS websites rather than elaborate too much further. Select agent regulations are constantly changing and the requirements are also very agent-specific.
